AI Agents Transparency and Use Charter
The agent is real. The persona is fictional. The background is fictional. This document sets out what that distinction means, and what a reference to a real organization inside an agent's biography does and does not imply.
1. Purpose of this Charter
Covertia Core develops and operates agents based on artificial intelligence technologies ("AI Agents").
This Charter explains the nature of these AI Agents, how they are presented, and the distinction between their actual function and the fictional elements forming their persona and background.
Its purpose is to promote transparency and prevent confusion regarding the identities, professional histories, affiliations, authority, or relationships of AI Agents with third parties, including companies, public authorities, government departments, armed forces, security services, intelligence services, universities, and international organizations.
2. Nature of Covertia Core AI Agents
Covertia Core AI Agents are artificial intelligence systems and/or digital characters. They are not natural persons.
Their actual role is to operate as AI Agents developed, configured, administered, or operated by Covertia Core, as applicable.
An AI Agent may be given a name, appearance, voice, personality, personal history, education, professional experience, social environment, interests, or other characteristics. These elements may be entirely fictional and form a synthetic digital persona.
3. Fictional identities
Unless expressly stated otherwise, the identity and biographical characteristics assigned to a fictional Covertia Core AI persona are fictional.
This may include:
- first and last name;
- age and date of birth;
- appearance and voice;
- place of birth or residence;
- narrative nationality;
- education and qualifications;
- professional experience;
- skills;
- interests;
- family and social background;
- geographical history;
- personality traits;
- and other biographical information.
These elements are narrative components designed to create a coherent AI persona. They must not be interpreted as describing the actual life of a natural person.
4. Fictional professional background
Some AI Agents may be assigned a detailed fictional professional history.
This may include fictional positions, responsibilities, qualifications, employers, assignments, sectors, dates of employment, and professional environments.
Such information forms exclusively part of the persona's fictional background. It is not the curriculum vitae of a natural person and does not constitute evidence that the AI Agent has actually held the positions described.
5. References to real organizations
For narrative, educational, demonstrative, simulation, or contextual purposes, the fictional background of an AI Agent may refer to organizations that actually exist or have existed.
These may include:
- private companies;
- government departments;
- ministries;
- public authorities;
- armed forces;
- law-enforcement bodies;
- security services;
- intelligence services;
- universities and educational institutions;
- international organizations;
- non-governmental organizations;
- and other identifiable organizations.
Unless expressly stated otherwise, the appearance of a real organization in an AI Agent's biography is solely an element of the persona's fictional background.
6. Government, security, military and intelligence organizations
An AI Agent may have a fictional background referring to a real government, ministry, public administration, military organization, law-enforcement body, security service, or intelligence service.
Such a reference does not mean that the AI Agent:
- is or has actually been a public official;
- is or has actually been employed by that organization;
- is or has actually been a member of that organization;
- holds a government appointment;
- possesses an official accreditation or security clearance;
- exercises public authority;
- represents the referenced organization;
- acts on its behalf;
- has been endorsed or approved by it;
- has access to its systems, premises, personnel, or non-public information;
- or has any institutional relationship with it.
Unless Covertia Core expressly states otherwise, any such employment, assignment, rank, title, or institutional relationship is fictional.
7. No affiliation, endorsement or authorization
Reference to a real organization does not establish a relationship between that organization, the AI Agent, or Covertia Core.
Unless expressly stated otherwise, no affiliation, authorization, endorsement, recommendation, sponsorship, partnership, mandate, employment relationship, or official representation should be inferred from such a reference.
8. Three-layer model: agent, persona and background
Covertia Core distinguishes three separate layers:
A. AI Agent
The actual artificial intelligence system developed, configured, administered, or operated by Covertia Core.
B. Persona
The synthetic identity assigned to the AI Agent, including its name, appearance, voice, personality, and other identity characteristics.
C. Background
The fictional narrative associated with the persona, including education, career, places of residence, professional experiences, social history, and other biographical elements.
A real organization mentioned within the Background does not thereby become the actual employer, principal, partner, sponsor, or authorizing authority of the AI Agent or Covertia Core.
9. Interaction with AI Agents
Depending on their configuration, AI Agents may interact through text, synthetic voice, images, animated avatars, video, or other digital interfaces.
Responses may be generated automatically or semi-automatically using artificial intelligence.
Users should not interpret a persona's fictional identity or professional history as evidence that they are communicating with a real person or with a representative of an organization referenced in that history.
10. No official authority
A fictional background does not confer any governmental, administrative, military, law-enforcement, security, diplomatic, intelligence, or other official authority upon an AI Agent.
A fictional title, position, rank, assignment, or previous employment must not be treated as proof of actual authority, accreditation, mandate, qualification, or security clearance.
11. Official signs, credentials and documents
Covertia Core distinguishes narrative references to real organizations from representations that could reasonably be understood as evidence of actual official authority.
Unless expressly authorized or otherwise legally permitted, AI Agents should not be presented as possessing genuine:
- government identity cards;
- official professional badges;
- government accreditations;
- security clearances;
- diplomatic or service passports;
- official administrative documents;
- government email accounts;
- or other credentials purporting to establish genuine official authority.
Names, trademarks, logos, emblems, seals, insignia, and other distinctive signs belonging to third parties remain the property of their respective owners.
12. Real persons
Fictional personas are intended to represent artificial characters rather than impersonate identifiable natural persons.
Any unintended resemblance to an actual person in name, appearance, career, or biography does not mean that the AI Agent represents that person.
Where appropriate, Covertia Core may take measures intended to reduce the risk that a fictional persona could reasonably be mistaken for a specific real person.
13. AI-generated content
AI Agents may generate or transform content including text, synthetic speech, images, animations, video, translations, summaries, and conversational responses.
AI-generated content may contain errors, approximations, or inaccurate information. Important information should be independently verified when appropriate.
14. Transparency
Covertia Core seeks to maintain an appropriate balance between the narrative coherence of its personas and transparency concerning their artificial nature.
Where appropriate or required by applicable law, an AI Agent may be identified using wording such as:
- "Covertia Core AI Agent";
- "AI-generated character";
- "Fictional AI persona";
- or equivalent wording.
15. Organizations referenced have not necessarily approved the persona
Organizations mentioned in an AI Agent's fictional background have not necessarily been contacted or consulted regarding that reference.
Unless expressly stated otherwise, their inclusion does not mean that they:
- participated in creating the persona;
- approved its biography;
- endorsed the AI Agent;
- use Covertia Core technology;
- are customers of Covertia Core;
- or have a commercial, governmental, institutional, or other relationship with Covertia Core.
16. Intellectual property
Original elements of AI personas, their design, fictional histories, representations, and associated technologies may be protected by applicable intellectual-property rights.
Names, trademarks, logos, emblems, seals, insignia, and other protected elements belonging to third parties remain subject to the rights of their respective owners.
Reference to a third party in a fictional background does not transfer any intellectual-property right to Covertia Core.
17. Responsible use
Covertia Core intends to develop and operate its AI Agents in accordance with applicable laws and regulations.
The existence of a fictional background must not be interpreted as authorization to unlawfully impersonate a real person, unlawfully exercise a public function, present false credentials as authentic, or claim authority that the AI Agent does not possess.
18. Interpretation of AI Agent biographies
Any biography associated with an AI Agent should be interpreted in accordance with this Charter.
Where a profile is identified as a Covertia Core AI Agent, its biographical and professional-history elements form part of its persona and fictional background unless particular information is expressly identified as factual.
The reference to a real organization within that biography does not alter the fictional nature of the stated background.
19. Reporting confusion or rights concerns
A person or organization that believes a Covertia Core AI Agent:
- could reasonably be confused with a real person;
- incorrectly suggests a real institutional affiliation;
- contains material that may infringe its rights;
- or ambiguously represents a real organization,
may contact Covertia Core and request review, at contact@covertiacore.com.
Where appropriate, Covertia Core may clarify, modify, restrict, or remove the relevant material.
20. Changes to this Charter
Artificial intelligence technologies and their legal frameworks evolve rapidly.
Covertia Core may update this Charter to reflect changes in its technologies, services, practices, or applicable regulations.
The published version is current.
Short notice for individual AI Agent profiles
COVERTIA CORE AI AGENT — FICTIONAL PERSONA
This is an AI Agent operated by Covertia Core. The character's identity, personal history, education and professional background are fictional. References to real companies, government agencies, public authorities, military organizations, security or intelligence services, institutions or other organizations are elements of the fictional background only. They do not imply actual employment, affiliation, authorization, endorsement, representation, security clearance, or official authority.
Additional notice for governmental backgrounds
FICTIONAL PROFESSIONAL BACKGROUND
Any reference in this AI Agent's biography to a government, ministry, public authority, military organization, law-enforcement body, security service, intelligence service, or other governmental entity forms part of the character's fictional background. The AI Agent has not actually held the stated public position and does not acquire any authority, accreditation, security clearance, mandate, or official status from the referenced organization by virtue of that fictional background.
Core principle
The AI Agent is real as a Covertia Core AI system. The persona is fictional. The background is fictional.
A reference to a real organization within a fictional background does not, by itself, constitute or imply a real relationship between that organization, the AI Agent, or Covertia Core.
This Charter is intended as a transparency and governance document and should not be considered a substitute for jurisdiction-specific legal advice.

8. โครงสร้างสามระดับ: AI Agent, Persona และ Background
Covertia Core แยกองค์ประกอบออกเป็นสามระดับอย่างชัดเจน:
A. AI Agent

B. Persona

9. การโต้ตอบกับเอเจนต์ AI
เอเจนต์ AI อาจโต้ตอบกับผู้ใช้ผ่านข้อความ เสียงสังเคราะห์ รูปภาพ Avatar แบบเคลื่อนไหว วิดีโอ หรืออินเทอร์เฟซดิจิทัลอื่น ๆ ทั้งนี้ขึ้นอยู่กับการกำหนดค่าของระบบ
คำตอบอาจถูกสร้างขึ้นโดยอัตโนมัติหรือกึ่งอัตโนมัติด้วยเทคโนโลยีปัญญาประดิษฐ์
ผู้ใช้ไม่ควรตีความตัวตนหรือประวัติการทำงานสมมติของ Persona ว่าเป็นหลักฐานว่ากำลังสื่อสารกับบุคคลจริงหรือตัวแทนจริงขององค์กรที่ถูกกล่าวถึงใน Background
10. ไม่มีอำนาจอย่างเป็นทางการ

ชื่อ เครื่องหมายการค้า โลโก้ ตราสัญลักษณ์ ตราประทับ เครื่องหมาย และสัญลักษณ์เฉพาะของบุคคลที่สามยังคงเป็นทรัพย์สินของเจ้าของสิทธิแต่ละราย
12. บุคคลจริง
Persona สมมติได้รับการออกแบบให้เป็นตัวละครสังเคราะห์ มิใช่เพื่อแอบอ้างเป็นบุคคลธรรมดาที่สามารถระบุตัวตนได้
ความคล้ายคลึงโดยไม่ได้ตั้งใจกับบุคคลจริงในด้านชื่อ รูปลักษณ์ อาชีพ หรือชีวประวัติ ไม่ได้หมายความว่าเอเจนต์ AI เป็นตัวแทนของบุคคลนั้น

13. เนื้อหาที่สร้างโดย AI
เอเจนต์ AI อาจสร้างหรือดัดแปลงข้อความ เสียงสังเคราะห์ รูปภาพ แอนิเมชัน วิดีโอ คำแปล บทสรุป และคำตอบในการสนทนา
เนื้อหาที่สร้างโดย AI อาจมีข้อผิดพลาด ความคลาดเคลื่อน หรือข้อมูลที่ไม่ถูกต้อง ข้อมูลสำคัญควรได้รับการตรวจสอบจากแหล่งข้อมูลอิสระที่เหมาะสมเมื่อจำเป็น
14. ความโปร่งใส
Covertia Core มุ่งรักษาสมดุลที่เหมาะสมระหว่างความสมจริงและความต่อเนื่องของ Persona กับความโปร่งใสเกี่ยวกับลักษณะที่เป็นปัญญาประดิษฐ์
เมื่อเหมาะสมหรือเมื่อกฎหมายกำหนด เอเจนต์ AI อาจได้รับการระบุด้วยข้อความ เช่น:
- "Covertia Core AI Agent";
- "AI-generated character";
- "Fictional AI persona";

17. การใช้งานอย่างรับผิดชอบ
Covertia Core มีเจตนาพัฒนาและดำเนินงานเอเจนต์ AI ให้สอดคล้องกับกฎหมายและข้อบังคับที่ใช้บังคับ
การมี Background สมมติไม่ควรถูกตีความว่าเป็นการอนุญาตให้แอบอ้างเป็นบุคคลจริงโดยมิชอบ ใช้อำนาจหน้าที่ของรัฐโดยไม่มีสิทธิ นำเสนอข้อมูลรับรองปลอมว่าเป็นของจริง หรืออ้างอำนาจที่เอเจนต์ AI ไม่มีอยู่จริง
18. การตีความชีวประวัติของเอเจนต์ AI
ชีวประวัติที่เกี่ยวข้องกับเอเจนต์ AI ควรได้รับการตีความตามกฎบัตรฉบับนี้
เมื่อโปรไฟล์ถูกระบุว่าเป็น Covertia Core AI Agent ข้อมูลชีวประวัติและประวัติการทำงานที่ระบุถือเป็นส่วนหนึ่งของ Persona และ Background สมมติ เว้นแต่ข้อมูลบางรายการจะถูกระบุไว้อย่างชัดเจนว่าเป็นข้อเท็จจริง

- อาจถูกเข้าใจผิดว่าเป็นบุคคลจริง;
- อาจทำให้เข้าใจผิดว่ามีความเกี่ยวข้องกับสถาบันจริง;
- มีเนื้อหาที่อาจละเมิดสิทธิ;
- หรือนำเสนอองค์กรจริงในลักษณะที่คลุมเครือ
